i just ordered two pairs of Loved by Heidi Klum and they both have under the belly stretchy bands. i also saw some pairs that go all the way over the belly to right under the boobs but they didn't have any reviews.
I've only really worn over the belly. I love my Motherhood full belly panel pants & jeans. No problems with them falling, they are super comfy and they really round out the belly even when the belly button makes things weird in the beginning.
I can imagine some brands might use some weird materials, though, to make the panel and they don't end up staying put.

My experience has been mostly muffin top and, eventually, having to buy over-the-belly pants because the under-the-belly ones start to hurt when you sit down or bend over as you get larger. Also, for me, the elastic twisted up inside of its casing and that just made it cut into me even more and made the muffin top even worse.
I've carried all three of my kids low and under belly feels like it is falling off of me. A friend always carried hers high and she loved the under belly though.

I've been wearing full panel pants, but at this point I'm getting to be big enough that it doesn't matter, all pants are uncomfortable. The best pants are no pants at all. lol
This would be me, as well. I'm carrying a bit high, so the one under belly I own isn't THAT bad, but over belly... the top elastic never lays flat for me, and I'm always worried about it and my bra cooperatively giving me back fat rolls. The only up side is that, like everyone says, full panel pants don't cut in to your bladder area at all. I think I'll like the over belly more as I get bigger, but for right now, I hate pants in general. Make that all clothes, actually.
I hate underbelly pants with a passion, and unfortunately that's all that came in the big box of maternity wear I bought. I always feel like I'm going to flash someone, they're just on the verge of falling off.

I definitely prefer full panel, though I've noticed I have to continuously hike up ALL my maternity pants, regardless of whether they're over or under. Like PP said, GL with the Heidi Klum stuff. I wear an XS in Motherhood jeans, but nothing in the Heidi Klum brand fit. I either couldn't squeeze into them without a horrible muffin top, or they were too big. [They did make my butt look great, though. Haha]
I have two pairs of maternity pants that are under the belly and I love them so far. However, I'm still only 19 weeks. I can see how, like a PP said, they might cut into me once I get further along. Still, right now they're fab.

I prefer the under the belly pants. My bump is low and the over belly don't fit very well. I would not be surprised if I have to get a few over belly pants late in my pregnancy, but right now, I am not close to needing them.

I personally hate the full panel over-the-belly pants and prefer under-the-belly pants for my whole pregnancy. Of course, i supposed this depends on the brand and how they make the bands. Most of my pants are Gap and are super comfortable.

Hope the Loved pants fit you -- I tried on some leggings from that line and thought they ran a bit small.
Most of my pants have underbelly, but that means you have to have extra long shirts to "mind the gap."

I tuck the top of the band in my bra. It keeps them from falling down.
