calling the CPAs, financial advisors

Ladies, I posted a few weeks ago about helping run a benefit for a friend and her young baby who is blind. We are trying to set up a tax ID number for her. She was quoted a $600 fee? I quickly checked online but not in depth and I kept reading that this is free. She is apparently getting help from a former classmate of hers that is a financial advisor. If this guy is scamming her, God help him b/c he is going to get a beat down!!!

Thoughts? Advice?

Fee for the exemption under Form 1023 is $400.  The rest is probably admin costs.
