We're going through this too...everything I read says between 2-3 months. If you leave one arm out and they hit themselves in the face/their Moro reflex is still in gear, they're not ready to stop being swaddled. When that goes away, you should start to wean.
We are dealing with this right now. LO is nearly 12 wks and is rolling on to her belly and I did find her in her tummy in her crib which freaked me out as she is swaddled. We tried to swaddle with arms out but she still startles herself so that lasted an hour! Arms are now back in but bent up so her hands are out and the swaddle is not so tight so that if she rolls over I think she can free her arms
She loves being swaddled but the rolling over freaks me out.

We stopped when DD was about 5 months old. She was breaking out of it and still sleeping well. That's also when we had to move her out of the bassinet and into her crib since she was getting so big.

She loves being swaddled but the rolling over freaks me out.
