Babies aren't typically able to fall asleep on their own (like laying them down drowsy) until 3 or 4 months old. My 11 week old also only falls asleep if I hold or rock him so that's what I do.
Hate to say it, but I am still trying to figure sleeping out with this baby of mine. L pretty much still only naps on us, occasionally she will stay asleep after we put her down or if we are bed sharing. Rocking, shushing, singing usually help to get her to sleep.
I also recommend swaddling really tight and when you put them down wrap swaddling blankets from the hospital and put them on both sides of the baby. They will feel more snuggled. That worked really well for DD. jury still out on DS :
I have a couple of Halo sleep sacks that work wonders. They swaddle DD's arms so that she can't startle herself awake. She can't turn over yet, so when she can, I will stop swaddling, but for now, that works. She still has to be nursed to sleep or held and rocked, but once she is down, if I warm her crib for a few minutes with a heating blanket before I set her down (cold sheets can sometimes shock them awake), then she usually is just fine.
