DD is still wearing a 3T and can wear a 4T in some things, but she's still on the short side. We bought her a 4T Rapunzel costume - its pretty big on her.
If you are talking about one from the Disney Store, I would go with a 4. DD is in a 4/5 or 6 and we tried on a 2/3 and a 5/6 at the store. The 2/3 fits now but won't for long. The 5/6 was huge. We ended up ordering a 4 online and it fits great with room to grow.
Just reread your post, the 5/6 was dragging on the ground for DD. The 4 is long enough that it doesn't drag and she could probably grow 6 inches before I questioned whether it was too short.
And to whoever asked, it is not for Halloween, she wants it for her birthday but they are on sale now so I want to buy it now. She wants Rapunzel but really wants then all, she wanted Mulan but there was no crown so she said no, but I found a crown so I might get both. We are going to WDW in May and to Disney Hong Kong in March so hopefully she will wear them then.

What's the weather like where you live? Will she be wearing her costume over clothes? I would buy bigger so she can play dress up after.
