Popcorn ok when?

My two year old loves it, but I've been cautious with my 1 year old, though he's got more teeth and better at chewing than she ever was when she was one.  I just worry about the kernels.

we gave P the kind without kernels when he was a year. Now he eats the regular popcorn.

it's a major choking hazard and I know a lady who's 4 year old died from eating it. 

So, we dont' give it to our kids....or we give them one piece at a time, but I dont' think we've had any for a LONG time.  It's like peanut butter...the kid doesn't NEED it, so why give it to them.
