Food and milk strike?

DS has started refusing any more than a couple bites at each meal and less than 8 ounces of milk a day. He is even turning down smoothies (my once go to)! He'll do a couple of bites in the morning, and then be hungry an hour later for (you guessed it) a couple more bites of either the same meal if we're home or snacks if we're out. I'd rather him not be a grazer- not against snacks, but I'd like him to eat MEALS, too, KWIM? But he seems to be more and more grazing through the day. I know food and milk strikes are common among the toddler set, but what do you do to make sure A) LO is getting enough healthy food and B) prevent bad eating habits ?
