Whole milk and coughing

I've been transitioning DS over to whole milk over the last couple days and almost every single time he drinks the sippy of formula/whole milk, he gets coughing fits. I tried an experiment tonight and gave him formula mixed with 2% milk and magically, no coughing fit.

He has no symptoms that would make me think it was a milk allergy. No hives, no tummy troubles, and he's been eating yogurt since he was 6 mos. to no ill effect.

Never went through this with DD. Could the thickness of the whole milk be making him extra phlegmy? Anyone else experience this?

    Not so much fits, but DD has certainly been coughing more with the WCM, I'd love to hear what others have to say about this
