You can order free straps to attach to them from the website. Just Google Bumbo recall.
Honestly, with most things just use common sense. It's not like they have defective parts or bad wiring...its a giant piece of molded rubber. Not much can go wrong besides the babies falling out or tipping over. I'm still going to use mine. I am just not going to leave them sitting unattended. We planned on using the Bumbos to start feeding ours solids.
Use common sense. Don't use them on a table, chairs, other raised surfaces. I used mine only on the floor- and was always in the same room. My kids were just fine.
Like PP said, use common sense. My aunt uses them to feed the girls when she babysits. She is always sitting right in front of them and if she has to walk away she takes them out of the seats and puts them in their bouncy seat or walker. Just be smart about using the Bumbo.
The only thing dangerous about the bumbo seat is I had to practically use a suction cup to get my chubby babies legs out of it.

If you read some of the stories about the Bumbo, it's clear that the caretaker WAS right there and that the kid wasn't on an elevated surface - it elevates the kid's head above the floor before they really have any control, so when they do that patented, sudden baby-arched-back move a few kids have come out of it and suffered skull fractures. There isn't really a safe/common sense way to use them that will prevent that kind of accident. I have NO PROBLEM with people making their own decisions and going ahead and using them, but it really is a design flaw, and something to at least think about before buying/using.
I saw my first bumbo in action at a party this summer with the parents (a bit distracted at the time) and many people sitting around the child. Well, she tipped right over and hit her head before anyone could do anything. Luckily she was ok and just had a good cry but I vowed not to let my kids near one of those things in the future after seeing that.
