I pack her lunch the night before and refrigerate the entire thing, including the box and metal water bottle. I pack it with a large ice pack. I figure it's gotta help that everything starts out cold. Her lunch is out of the refrigerator for almost 4 hours before she eats it.
FWIW, my DD has the Pottery Barn Kids lunch bag (which oddly was not tested), but that is only because I wanted it to match her backpack and I liked how durable and easy to clean they are.

I'm not sure about lunch bags, but maybe put her food in products from the Thermos Funtainer line? We have the water bottles from that line and they really do keep drinks cold for up to 12 hrs. I've had them in a hot car all morning and there is still unmelted ice inside.
DD has one of the insulated animal lunch totes from Skip Hop which she loves. Got thru Amazon.com for around $15 and there's lots of aminals to choose from

According to this, none of them really work.
