I know at her 4 month pedi appt she could hold onto those links and put them in her mouth. I don't know about playing with toys. She mostly just puts everything she gets her hands on in her her mouth or bangs them on things.
My DS began reaching and playing with toys around 4mths also. He's almost 7 months now and he's always trying to grab something. He sits very good surrounded by his toys and plays.
He has been holding onto and playing with toys for a while now, probably between 4-5 months. In the past month he really reaches and grabs for everything and will bend over backwards or roll to get at something specific he wants. He's still not sitting very well unassisted though.
