Both are great names, but I love Ruby infinitely more. I like that it's spunky and really only has one spelling/pronunciation.

Ruby sounds very simple... I would go with Juliet. Juliet sounds very charming. People may think it is too popular but it is actually not. I havent met anybody who named Juliet yet. I always hear it in the movies, books, stories. I thinks it is a very original name.
Juliet by 3,000 miles. I think it's elegant and there's something regal about the name. Ruby just sounds old and unattractive to me. There are some older names that I wish would just be left in the past.

I guess it's just because of my personality, but I like to think that Juliet is more classic and elegant than frilly or girly - it's interesting the impressions people develop of names; that's my impression, just based on how I view myself.

I like them about the same, but for different reasons.
Ruby is cute and spunky. I like that it feels "tough" (or at least plucky) and feminine at the same time. It's also quaint and homey, like all "old lady names."
Juliet is gorgeous and elegant. I really like that it has roots in classic literature, and because of the play, it feels romantic and haunting.
So. I like both names. They fall at about the same level for me. But they have distinctly different vibes.

I have both on my list, and they get a large percent of good votes, however, they are both on the boring side for me and I'd probably never use them.
I'd go with whatever one is less popular. At this time, I think it's Juliet.
