These cabinets were left in our house when we bought it and they're just basic storage cabinets with removable shelves. I'm not using a closet either so I took out a couple shelves in these and put in small curtain rods to hang my little guys' clothes on. It's working out perfectly. I'm not sure how much space you have, but most stores sell wardrobe type of closets also. I also spray painted my cabinets to match the crib and dresser.
I'd get a pretty armoire/wardrobe. On a budget I'd go to craigslist and get a tv storage armoire/cabinet that you can modify into a clothing wardrobe by adding a closet rod, cover the TV holes by adding sheets of beadboard.
Also, I'd get a low lying dresser and use that as a changing table.

Oh also, PPs suggestion of Ikea made me think of a page that I saw in their most recent catalog - available on their website - where they created a walk in closet by putting up a closet org system on one wall and then put up curtains about 3 feet in front of and parallel to the wall. So, you're creating a faux wall of curtains. I think you'd need a failry sizable room in order to pull this off. You could also skip trying to create a walkway into the closet and just put up a closet org system and hang curtains directly in front of it.
Ditto Ikea- they have a lot of armoirs and closet-esque cabinets that are very affoardable. Other ideas for storage: put a changing pad on top of a dresser instead of having a changing table (usually provides more storage), under-the-bed bins to use under the crib, a diaper stacker you can hang off the side of the crib, hang a peg board/clothes hooks, diaper caddy for top of dresser, add storage baskets to your bookshelf, put a small end table/night stand w/ shelves next to your glider....there are all kinds of ways to incorporate extra storage.
I would also get some rubbermaid bins for clothes your DC hasn't grown into/has grown out of, and store these in another room/attic/basement, etc.
I find that I almost never hang any of my son's clothes, except for the really cute "dress" outfits- and those would be cute hanging on hooks in his room. I mainly use his closet to store clothes he hasn't grown into yet, extra diapers, etc. Their tiny clothes take up so little room, you can really fit quite a bit into a dresser.
We have a 6-drawer changing-table height dresser for my son, and were able to fit the following in: 1 drawer- burpies and receiving blankets, 1 drawer-socks, bibs, hats, mittens, 1 drawer- all clothes in a certain size, 1 drawer-pjs, swaddle sacks, 1 drawer- sheets and changing pad covers, 1 drawer-big blankets. As he got closer to a year and his clothes got bigger, I expanded to 2 drawers for his clothes.
You can totally swing this without a closet! Good luck!
We have a studio apt with no extra closet space. We bought a 3-drawer Hemnes dresser from Ikea, and all of the baby's clothes fit in there, along with a bunch of her supplies.
Our nursery doesn't have any closets, so we went to ikea. I used parts of their trofast toy storage system. I bought two of the wood frames and a bunch of small bins that fit into it. Each of the bins is labeled using plastic business card holders and blank business cards. It has worked out REALLY well. DD is almost a year old and I have been able to organize all of her clothes easily since she was born. Each time she moves into the next clothing size I just group the clothes by type and write out new labels.
Depending on how your nursery is set up consider these options - If you have one expansive wall free consider a wall-to-wall wall unit/wardrobe that will grow with your child. Something like PAX from IKEA and combine it with a bookshelf/shelving that is the same depth. So basically what you are creating is a new wall in your nursery. This wall will hold not only your child's clothes, but toys, books, etc.
If you have a one wall, let's say in between two windows, get a wardrobe that goes to the ceiling that contains within it at least 5 drawers, a closet rod and shelving on top. Again, IKEA is a great place to look for ideas.
Last option, open shelving. Get something like the ELFA system from the Container Store or Antonius from IKEA where you can mix and match shelving, clothing rods and drawers. Place a curtain in front of the shelving to close up. You're room won't feel cramped this way and you'll save a lot of space.
