I have a 2007 Chrysler T&C. The back row has 2 shoulder belts (1 on each side) and the middle only has a lap belt. I find it shocking that they still have cars/trucks/vans that have only lap belts in any seat. DS1 is in a booster seat (that doesn't use a harness, just the cars seat belt). I'd love to put all 3 boys in the back row together, but there's no way I'm having DS1 only use a lap belt (and I think he would have to go in the middle). Does your mini van have a shoulder belt in the center?

Yep, I'm sure. I called the dealership and they said they only do lap belts in the middle. It's shocking to me, and it's a higher end T&C.
I'm not sure I'm reading this correctly but LATCH and the seat belt should never be used together. One or the other, never both.

Lurking. I think what she means is that like most T&C's/Caravans, there is no LATCH in the 3rd row. There is only one top tether anchor, so you can only have one ff tethered seat in the center seat third row, and three ff tethered seats total (1 in each captains chair) in the 7 passenger. It's caused me a lot of grief, and I'd never have bought my Caravan had I realized that. It's law here that ff harnessed seats must use the top tether - the only thing that's saved me is ERF. When we bought it, I had 3 in car seats and 1 in booster.
ETA: 2003 Grand Caravan, lap belt only in the 3rd row middle. Hate that.
