It's the name of the correctional facility near where I live.
I also once had a British professor with this for a last name.
It's not my cup of tea for a first name.
I think of Devlin McGregor, the pharmaceutical company in the movie The Fugitive.

I'd strongly caution against naming a child something that sounds like "devil."
Also I keep hearing "I'm devilin' eggs" in my head when I look at it.
I read Devil-in but I'm country, haha! I love Devin. If you love it use it!
