I think you'd probably be fine, assuming it's one of the slow-moving ones. I mean, you're just sitting down and going up and down slowly. I guess you could get sick if you're already feeling nauseated.
I think that usually they have signs about pregnant women and people with high blood pressure, probably in part because they don't want any liability for possible issues. If you're otherwise healthy, I don't see why not.
Then again, this is very hypothetical because I don't like ferris wheels. :P
I rode one two weeks ago with DD as well as the Merry go Round. I was fine, didn't get sick, though I did remember that I don't love heights! They did have a sign advising pregnant women not to ride, but that was on every single ride, I assume for liability. DH rode the other kiddie rides that seemed more vigorous. I'd say you're safe.
I wouldn't see it as unsafe but a lot of places will not let you on them while pregnant so just expect that. I couldn't believe the rides I was "not allowed on" because of the policies of the park/festival.
