XP: DD won;t use the potty wearing panties

So 29 mo old DD has been using the potty without accidents for about 2 weeks now as long as she's naked on the bottom.

The second I put panties on her she 'forgets'

here's what I've tried...........

letting her pick the panties and talking about keeping her pretty panties dry

rewards for keeping them dry (m&m's and squinkies)

putting her on the potty every 15 mins (she sits there for a while then about 5 mins after getting off goes in the panties)

 taking away her pretty dress and shoes when she pees on them (she only wears dresses ever (her choice))

keeping her in the wet panties for a few

cleaning up the mess herself

 

NOTHING has worked!!
