Haven't done this with twins yet, but plan to. Used it with my son and wished I'd started sooner. That time I didn't get the book ("secrets of the baby whisperer") until DS was 7 or 8 weeks old. At the time I was desperate for SOMETHING that would help us get on a better schedule and EASY was it.
This time around I plan to start getting on a routine as soon as possible. For me that means once the babies are nursing successfully and I feel like I've got a handle on feedings, I'm feeling better after whatever type of delivery I have, and the flood of visitors has died down somewhat. I'm guessing around 2-3 weeks.
As for the under one month activity - a diaper change counts as activity in the early days. As does sitting with the baby on your lap and baby talking to him or her. As they get a little older and stay awake a little longer, you can add in simple toys, rattles, things like that. At the very beginning, activity time is very minimal.

We did a combination of EASY from the Baby Whisperer book and Babywise (Eat, Play, Sleep). We started a routine right away...actually, they seemed to start on a routine in the hospital. That early on, there was not much awake time, basically the feeding and diaper change, a few snuggles (or a quick bath or outfit change, or a few minutes of tummy time) were the extent of wake time at that point. Feedings took a while at that point and they couldn't handle being awake for long periods of time. As we gradually added wake time, activities were reading books, singing songs, going on tours of the house, tummy time in different places ( on the bed, on the floor, on a boppy), swing, bouncy seat,looking at a toy, etc.
Which book did you read or follow? I read Secrets of the Baby Whisperer, HSHHC and Babywise. I followed a little of Baby Whisperer, very little of Babywise (though honestly there's some overlap with Baby Whisperer even though their philosophies are different) and a lot of HSHHC.
At what age did you try and start a routine for the day? Pretty much from the time we brought them home from the hospital, though it was VERY loose the first 6-7 weeks.
What activity did your less than one month old do for awake time? I would put them in front of me in their Boppy or bouncy seats and sing to them, do little finger plays, infant massage, show them toys and talk about them, take them on little walks around the house/outside, etc. DH and I shared a car the first 10 months so I couldn't really take them anywhere except the neighbor's house. I would put one on the tummy time mat or play mat while I played more interactively with the other.

I started using this at about 10 weeks or so, and wish I had started sooner.
But at that age, you can do tummy time on a boppy or time on a playmat where they can just look at things.
