Obviously a hypothetical, but DH and I both love the name Lucy. We'd really like a family name for a MN. Nothing is really sticking out to us. Which do you think goes best with Lucy? Our LN is short, two syllables.
Margaret, Elizabeth, Catherine, Susan, Jean, Rose, Ann

I really like Rose and Margaret.
Lucy Jean is very cute, but a little hoky, IMO.
Lucy Ann sounds like Lucian (at least, the way some people pronounce it: LOOS-ee-an).
Lucy Susan doesn't really flow, especially with the "u" sounds going on. It's also reminiscent of "lazy susan."
Lucy Elizabeth is a little long.
I seem to be tripping over the names that end in an "N" after Lucy, so I would personally choose any of the others for the flow.
LOVE the name Lucy, but now that we have a Luke, it's off the list:(
Ann was what came to mind before I read the rest of your post.
Lucy (2 syllables) Ann (1) Lastname (2) should flow well. Cute!
