A girlfriend on my mom's board just posted a photo of her 20 lb 13 month old in the oversize one to show us size comparisons. Lots of room to grow into it. Several moms remarked they wish they had bought the oversized ones, or planned to. We will be buying oversized ones for our boys (I have big kids...my 11 month old is 27 lb already).
Don't buy the first chair, buy the regular one. The oversized ones are huge. My dd has the regular one.
That's a picture of her when she was 3.5 months old. I sit in it all the time and I can also fit my butt in the first chair too even though it's tiny. The kid's I sit for have that one.

DD just received the regular sized one for her birthday and I'd say it is just the right size. I can (barely) sit in it. A friend's 4 year old still plays in his. This thing is amazing! In the three days we have had it she loves it - she crawls all over it and will actually sit still and drink her water while I putter around the house. Worth the money!
We decided on the regular one. The small one is adorable, but they quickly outgrow it. My three year old looks like a giant in it. I think we bought his regular sized one before he turned two. We also use it as steps to get in and out of his big boy bed.
