I have no idea why people have animals if they are going to treat them like that.
Do you have someone in mind who could take the dog? Im sure its not feasible for you to keep it in your house, being neighbors and all.
DH and I have discussed taking her and giving her to my grandmother until we found a proper home or more likely until my grandmother decided to keep her.
Either that or we have a friend who would care for her until we found a good home.

I forgot to add these are the same neighbors who have a new baby (2-3months tops, she still had no head control and does the frog thing).They got this dog like days before she had the baby. I've heard the man complaining about how expensive the dog was so it was a breeder pup. So it wasn't like they discovered her on the road somewhere.
I don't get it.

People are beyond dumb. Marley, my BC mutt was kept on a 3 foot chain for quite some time before neighbors complained enough that animal control came. His owners just turned him over, just.like.that.
wth.
Now that I adopted him, he lives a glorious life. I would love to send his old owners a picture of him having a blast. I don't see the point in getting an animal if you arnt going to take care of it.
I know its intimidating and nerve wracking, but maybe tomorrow you can set something up and grab the dog. The poor thing doesn't have any options but you, it sounds like. Good luck sweetie.

and I've done it before to help an animal, and I would do it again.
we called the SPCA twice but they said every time they came out it had water.
The only reason it had water because another neighbor brings out a dish every time she lets her own dog out.
