Bummis swim diapers

I have one of these.  (Super cute!)  The package says that the diaper can be used either as a swim diaper on it's own, or as a diaper cover with a flat/prefold/fitted, but not as both. Why is this?  What is the harm in using it as a cover while it's still on the big side, and then as a swim diaper later?

I'm assuming it has something to do with the fact that using it in a chlorinated pool will damage the PUL (or whatever is on the outside).  So once you use it in a pool, I would say don't use it as a cover--but you can probably use it as a cover until you use it in a pool for the first time.
