I always locked the wheel when I ran w/ DD in the single BOB revolution. Now I have a double and did my 1st run the other day. II locked the wheel but it was way to hard to go w/ the curves so I ran w/ it unlocked, which worked fine. Is it ok to run w/ the wheel unlocked?

Yes, but at a very minimum age of 8 weeks, as per the instructions.
The BOB manual states that a baby be 8 months old before running.
You are not to run with an infant seat adaptor.
A baby should be 8 weeks old before you stop using the infant seat adaptor. I'm assuming this applies to walks.
OP, please read the manual before you run. It clearly states on the FAQs page all of the age recommendations for running with your stroller.
