I was told to wait 6weeks and that's what I did. I was really paranoid about the incision opening. It was hard not being able to pick him up, but I wanted to be healed before I did.
About two weeks. However I made sure to be really careful when picking DD up. I used my legs and I do not lift her unless absolutely needed. However I was told to not lift her until 6 weeks but if I had to to make sure to do it from the couch or an elevated area.
By 3 weeks I had to because DH went back to work, but I limited it to only when necessary (like I fed him meals outside of his high chair, let him nap on the couch because it was easy to get him on, etc).
I was lifting my 17 month old by about a week and a half out. Not habitually, but boosts into his crib and high chair, definitely. Listen to your body and do what feels right. You'll know if you've pushed it. I was walking to the mailbox with DS about 5 days after the c/s and he tripped and fell. I instinctually reached down and scooped him up and hurt like HELL that night.

Re: 2nd time moms question
I did a few times at 2ish weeks.
