We are certain that if our baby is a girl her name will be Olivia. DH is determined that the girl have a L middle name since his mom, his sister, and I do. We wanted Louise (his grandmother's name) but, his sister has told us that she wants to use that name someday. So we are stuck! Any help?

I wouldn't hesitate to use Louise in your situation.
Other options though: Leah, Leann, Leigh, Lucy, Lindsey, Lois.

I agree with no one having a claim on a name. With that said, my SIL and I once talked about names, and even though some of the names she liked for girls were also names I liked for girls, she had her heart set on one of those names so much, and I love and respect her too much to hurt her like that. So, depending on how much you want to use Louise and what kind of relationship you have with your SIL and how you think she's react to you using it as a MN, I might try to find something else.

I would still use Louise, it's just a MN. She will get over it. What if she never has a girl?

I agree with a PP that she can't call dibs on the name. I've seen too many women on here saying that their sister/cousin etc called dibs and then never even used the name! Louise is a family name & especially since you're using it as a MN your SIL can still use it later.

Use Louise, and just talk to his sister about it.
We plan on using Bradley (my dad's name) and my sister had mentioned using it before. I told her I didn't mind if she used it as well, in fact it might be fun for cousins to share a family name but we were definitely using it. Once she got over the initial shock (and remembered she's no where near baby-making) she was really excited about the cousins part.
And I love Olivia Louise!
