I've noticed the last few days that my neighbor has a little dog in a little cage in the front of their garage a lot. Most of the time I see the dog during cool parts of the day, morning and evening. This morning I saw him again and wondered if they left him in it during the heat of the day.
So at 3 I went outside and looked and sure enough, there he was in direct sunlight and it's 90 degrees. Now I know that's not too hot, but still direct sunlight can make you sweat.
Should I say something? They just moved in and I've talked to them maybe twice. My husband has his cell and talks to him often. I'm usually not one to get into someone else's business, and I don't even like dogs! Lol
Re: Should I do something? (neighbor's dog)
I would absolutely say something.
Not liking dogs, or not knowing the neighbors isn't a reason to ignore the animal. It's WAY too hot for an animal to be outside in direct sunlight LOCKED IN A CAGE. That's ridiculous.
PLEASE say something.

I called H and he called the guy. The guy said something about how his wife probably forgot to put him inside and that he'd be home as soon as he could. I just saw him drive by like an hour after H called him.
Now I'm "that" neighbor
next time I see them I'll mention it and say sorry that I did that but I felt bad for the dog
Good plan! It doesn't sound like you'll be "that" neighbor. I think you handled it well.
