a milligram (mg) measures mass (weight).
If you have 1ml of WATER it will equal 1mg. However, if anything is added to the water (for instance, powdered antibiotics) they will no longer be equal. Different substances will have a different mass for the same volume.
When you look at a bottle of acetaminophen for adults you will see the 500mg or 250mg or whatever. (The mass, the strength of the dose.) Whereas most children's medicine is measure in ml because it's liquid.
Do you have a baby dropper for ml but the meds are measured in mg? (or vice versa) You can call your pharmacist and they can probably hook you up with the right dropper.

mg are weight and ml are volume... you can't convert weight to volume.
Unless you were to add x mg of substance A to y ml of liquid to have a liquid with a certain concentration of substance A.
