flat lying strollers

Hi folks,

 

Long time lurker, first time posting..

 

Im looking to buy the Baby jogger city elite 2012 stroller, which reclines to almost flat position.  I've done some reading and it indicates you are able to place a newborn in it without the car seat, or any special attachments as long as you put in some head supports.  My question is, when the newborn is lying in this position in the stroller, are they required to use the harness as well?

I've seen some of the separate bassinet attachments some other strollers sell, and there are no harnesses, so I am wondering if it is necessary...

Our Phil and Ted's was good for flat laying. I did up the harness if lo was in there without the cocoon. The harness was no big deal, and we used the flat laying feature from newborn with all our dks.
