He can do it but he hates it. Most of the time, he just settles in on one side and sucks his hand. I know he has no problem lifting his head because when he wants off of his tummy, he sits up and squawks to alert me of his displeasure but he never happily just lifts his head up from that position. He loves sitting up though and has great head control then so I usually let him do that in lieu of tummy time. I realize it isn't quite the same but for him it's more effective.
DD is almost 10 weeks and she just started holding her head up while on her tummy. Her head control has been good for awhile when I have held her, but it was only this past weekend where I noticed her lifting her head while on the tummy time mat.
