Irritated pee-pee and DS flips out

So tonight my DH is changing 2 yro DS before bed and notices his pee-pee is dark pink near the tip by the (circumised) foreskin. As he was wiping away the poop DS started to squirm and whine. When I came in a saw it I tried to gently pull it back the foreskin and DS flipped out, carried on and it was struggle to get his diaper on. I eventually was able to put some Neosporin on it (we used it when he was circumsied).

When I try to clean his ears he flips out too so I am unsure if this pee-pee thing is really hurting or more just uncomfortable...I'll call the Dr. tomorrow but wanted to know the bumpies thoughts. TIA!

My two year-old started doing the same thing.  He kind of had a cow anytime I touched his weenie for anything.  I started potty training him pretty soon after that started, though, and thus I have a lot less occasion to mess with it since it doesn't get irritated as much as it did in a diaper.
