congested?

i think i remember being told it is fairly normal for babies to sound congested at times and i remember it used to happen to my boys around the time they ate but i thought it had cleared up mostly. they are 4 months old now and one of the boys always sounds pretty congested i think in his throat for awhile after he eats. is this still normal? my mom said maybe it could be a sign of lactose intolerance?
