They can use one when they can hold their head up and have good control, so around 4 months or so. Ive read that their feet need to be flat on ...something ...floor, mat, pillow. They shouldnt just be on their toes.

It is actually the opposite. LO should be on their toes, so that their feet can just barely touch when bouncing. Otherwise, you run the risk of ankle injury.

During use, allow the baby?s toes only to touch the
base. DO NOT allow the baby to stand flat-footed
on the base. As baby grows and becomes more

We started using ours a month ago but O is a very big boy & fits in it without needing extra support. We started with a pillow under his feet but now he uses only a folded blanket about 1 inch) & soon will be tall enough for just the floor. We have a jumperoo though not an exersaucer.
We used ours when DS was 3.5 months. He had really good head control and always wanted to "stand" so we got it out. He couldn't touch his toes when it was on the lowest setting, but I still wanted to use it, so I put a box underneath it. Worked great and he continues to love it!
But as PPs corrected, they need to be just on their toes, not flat footed :-)
