I'm assuming with LO #2, I will be changing HER (squee!!!) downstairs a lot (especially after recovering from a c/s). I will have a pack n play with the attached changing station but am wondering about how I will work the pail. Do I get a hanging wet bag and hang it somewhere (I've looked around the room and can't find anything a bag would hang to except for a door in the hallway and then thats kind of inconvenient) or do I purchase another step trash can and liner (which I want to avoid because I hate excess stuff in my house).
Any recs?

I don't but I could do exactly what you do. I can bring my pail downstairs and put a hanging wet bag on the closet door in her room!
We're not going to have a specific changing station (no nursery, and any surface will do to change a diaper) so it'll either happen on the living room couch or on our bed. I thought about this the other day, maybe part of my idea could give you ideas.
We're at least starting out with just a big PW wetbag and a medium for outings and such. All of our diapers will be in a chest of drawers in the living room. I'm thinking of getting a nice basket with a handle that I can stock with maybe a day's worth of diapers and wipes and the bottle of wipe solution spray, that way I can just have it sit by the couch and carry it to the bedroom. I'll probably keep one of the wetbags with it, just sitting against the wall or whatever. Not the most glamorous solution but it seems to me like it will be feasible enough, and it will keep me from needing to leave the couch during those early days just to grab a diaper and then sit back down, change the baby, and get back up again.
