Using Graphics in sig?

I can't seem to find it in FAQ but I noticed when I was posting that another bumpie is using my same graphic and December 2012! I mean I don't mind but this person didn't even ask if it can be used. I was just wondering can just anybody take and use in there sig?

    That was the answer I was looking for.. Don't appreciate the "snarky" comment above but thanks anyways!
