I would be concerned, I have a sheet from the dentist that gives you a range of each tooth and the max age for the last tooth/ them to have all their teeth is 24 months. This is just a guideline ofcourse but im sure its not far off. I would think having no teeth at 15 months is on the rare side.
We are only right now getting her third tooth. She had only two from October until now. Pedi was not concerned, and as long as her doctor isn't either, I wouldn't worry.
DD only had one tooth at a year, had two at 15 months and then bam everything came at once I could not even keep track and to be honest she was way less fussy than babies that get them one at a time. By 24 months dentist said she only needs three more. Our dentist said three is the cutoff for all of their teeth. They don't even get their 2-year molars until after two in most cases.
It's actually not as rare as you'd think. Dd didn't get her first tooth until 17 months. Now at 20 month she has 7 (almost 8 teeth) and actually has all 4 molars. Several peds said not to be concerned until 18 months.
DS got his first tooth at 15.5 months. Pedi said they wouldn't be concerned (and even then it would be more of an eyebrow raise) until he hit 18 mos. He has 9 teeth now and a few more about to pop. It is hard having him teethe so late though and it has been going on for years. The good news is I have heard it can mean they have healthier teeth in the long run from less exposure during infancy or some such thing. He tells me all the time " my teeth hurt" and it breaks my heart. Poor guy.

She's about to turn two and still has her top and bottom canines coming in. Nothing was wrong, she was just a late teether. I debated taking her to the dentist around 12 months, but there's nothing they can do to make teeth come in, so I just waited.
When she did start getting teeth, though, they came close together and multiple teeth at a time, and not in the traditional order (my DD1 didn't follow the traditional teething order, either). DD2's getting both her top and bottom canines at the same time, and they're coming in last -- she already has molars.

My pedi said she's seen kids 18 months with no teeth and it's not a problem.
DD didn't get her first tooth until 13.5 months, and then it seems like she's constantly been teething since then. She's got at least 10 now.
