I think I am a stylish mom, only because I had to buy a bunch of clothes for winter since I hadn't done any major shopping and had no clothes. I very rarely get "dolled up". I probably have an initial reaction to people if they are extremely gross or extremely dolled up (think club clothes) to go grocery shopping etc, but I don't really think about it beyond the initial taken aback look.
I find getting dressed up to go to the grocery store to be a waste of hair product. I do shower, comb my hair, and put on jeans, but nothing fancier than that.
I get dressed up to go out to dinner with friends or go out with DH.

I am only if I'm at home and no one is coming over. If I'm leaving the house, I always make an effort. Considering how gross most of America is in general with their appearance, what people look like doesn't even phase me anymore. I'm sadly more surprised to see someone looking nice with appropriate clothing on.
I usually wear jeans and a decent top if going out, and always wear some kind of makeup (concealer/mascara/bronzer or blush/lip stain). I don't have great skin and am ghostly pale so I don't want to scare any young children. I also have to wear business casual for work.
I don't judge dressy moms, but am jealous of their time-management skills.
ive always like dressy clothes, and i usually make it a point to have make up at the very least when i go outside. i agree with you though that some days, you just wanna get out of the house in leggings and a big shirt.

If we are home I am usually in yoga pants and a tank top. If the days plans include being outside most of the day then the hair is up and there is no make up. I'll just sweat it off, so what is the point?
I am trying to make an effort to actually get dressed most mornings though. We pretty much always go somewhere even if that just means Target. It is much easier to just throw on jeans and a t-shirt, but honestly I miss dressing up and I do feel completely frumpy. So, I am trying to build a wardrobe that is practical but still atleast slightly cute.
By the afternoon though I am always a mess. Lucky DH. I spend my "lunch break" working out and cleaning. This means by the time little girl wakes up I am a sweaty mess and have no time to do anything about it until DH gets home. I have tried getting up early to work out and shower before LO is awake, but that means getting up at 5 am. Too dang early to do consistently. SO, afternoon frump it is until I work out a better system.
I wouldn't call myself frumpy, but I'm in a rut and neglecting my looks. When I do care about the way I look, I feel a lot better, but I just can't bring myself to care much these days.
