I think this would depend on the predictability of your child's natural rhythm/schedule. If you child sleeps random amounts every night, then they would probably need naps at different times to accommodate.
Before my daughter started sleeping 12 hours every single night, she would sleep random amounts and wake up at different times. 8am, 6am, 9:30am, etc, so of course her nap schedule would vary every day. Now, she is very predictable and is in bed around 8:30 every night and wakes around 8:00am every morning. She naps once around 10:30am and again around 3pm.
I wouldn't stress too much if you have a "random" napper. The older he/she gets, the (usually) more predictable their schedule becomes.

My LO STTN at a very predictable schedule. He is always in bed at the same time and wakes up between 7:30-8. His naps also used to run like clockwork. Every 2 hours he would go down without a fight and our days were extremely predictable. Now I can't get him to nap for the life of me. I've tried lengthening his awake time, feeding him before naps, letting him CIO (which I am pretty against). I resorted to putting him in his car seat and driving around town to get him to sleep this afternoon after him being awake for 5.5 hours.
I try to get her down every 3/4hrs during the day, but she only naps for maybe 30mins in the day.. Then I can usually get 1 solid 2-3hr nap in around 6pm, so I guess we're 50/50 on awake time/ and set time.

Per all my tiresome nap posts my LO's naps are in transition. She has a consistent night schedule 7pm to 6am with two feedings overnight. And naps vary from 30min to 2 hours and I never know what I'm going to get which is frustrating but I guess par for the course. Awake time also varies so it is hard to pin down what the "magic" time is. I look forward to more evolved sleeping some day.
We don't have a "schedule". DS sleeps when he is tired. Usually he takes naps a few hours after waking in the morning, a cat nap in the afternoon, and maybe a 1/2 hr after dinner. No set times though.
DS has always fought sleep and hasn't been a good napper, so we couldn't force the issue. He sometimes sleeps for 20 min, other times, a hour.
I voted for the second because I put her down at roughly the same times every day, but I wouldn't say "regardless of awake time." For example, I put her down at roughly 1pm every day, but if her first nap was shorter I might put her down at 12:30, or if it was longer it might be 1:30.
