I did hear an interesting story that I'm trying to verify. Elliot(t) was a top contender and I asked this very same question two years ago. My husband was talking about it to a coworker, and apparently the extra T on Elliott was added to identify the criminal branch of the family name. It has something to do with the Scots. I'll try to find out more, but anyway, I've seen the double L as the norm. The trouble with this name, and one of the reasons we tossed it out, was that it would be forever 'one T or two?'. HTH!
This name is near the top of our list, too, and we would spell it Elliot. I know 2 Elliotts, so I was surprised to see that Elliot is actually the slightly more common spelling on SSA. They are #301 and 315, though, so either way he'll be in good company.

This
2 L's and 1 T is my preference for a first name.
2 L's and 2 T's looks like a last name to me.

I would pick Elliot, but Elliott isn't bad.

Elliot or Elliott are what I consider to be more popular and "correct". There's actually a website about someone's passion for their name spelling:
