Hook and loop is the generic name for Velcro, which is a registered trademark brand name. So, yeah, it works like how you think it does. The other generic name you'll see is aplix I liked the velcro on DD early on because it didn't take a lot of aiming to get it right at 2 am when you've gotten an hour of sleep in the past 24 hours. Now that she's older and squirmier I'm thinking of getting snaps for my next set of covers (we're pre-fold and cover only here).

I hate anything with velcro, I used to think it'd be easier to use but now that we are 9+ month into CDing I see the difference between velcro and snaps; velcro doesn't have the same life expectancy! And I line dry ALL my covers, pockets and AIOs and they still deteriorate super fast. They stick to everything in the washer, they get very pilly and the tabs are hard to pull open once the wide band is all pilly, all the velcro on my BGs are coming unstitched...did I mention I HATE VELCRO??? Snaps, soooo much better, you snap and don't worry about anything, oh I forgot that now DS is figuring out how to open the velcro!!!
I have a 9mo old and a 2.5 yr old - If you are looking at newborn, go aplix for ease. Once you hit 6 months, go snap! The aplix doesn't hold up, and both my kids can yank it right off.
I still prefer velcro. Mine is showing a bit of wear, but after taking the cat's brush to the hooks they're all still usable. The downside is that I have to keep pants or a onesie on DS or he can now take them off. Still... the headache that is making him stay on the change pad to do up snaps (and we do it once a day for bedtime, so yes, I've tried it) isn't worth it. I'd buy the velcro again in a heartbeat. I'd rather pay to replace the velcro than do snaps all day, every day.
Moral of the story: people don't agree. Get a few of each.
I like both and I think they serve different purposes. Granted I only have a 9 month old so maybe I will feel differently later on. My LO is crazy when she gets changed and sometimes snaps just take too long! Also, my MIL and mom babysit and prefer aplix. So thats what i use the aplix for. However, i do use snaps for most other occasions because they hold up better and I've heard from several BTDT moms that some kids can pull off the aplix diapers.
I have about 50/50 both. I like both, but I find myself reaching for the snaps the most. I will also never buy more velcro...all snaps. So, I am glad I have a handful of velcro, but I'd only every buy snaps in the future...what does that tell you? ha. Sorry, probably no help. I'd get a few of each and decide what you like
I got snaps for my OS diapers (a few of the velcro) just because it's suppose to be harder for them to take them off when they get to that stage (not sure if that's true or not since I've never CD before)... and all my newborn (except a few--grovia & PnP) are velcro, because it's suppose to be easier to put them on and it's a tighter customized fit (again, that's just from what I've heard/read).
We have a mix of both...which came in handy when DH broke his collarbone and couldn't use two hands (or if someone has arthritis and can't do the snaps as well).

Velcro is easier but after only 3 months of use, our velcro covers are not as sticky. Snaps are the way to go, imo.
