i'm about to do a custom order, what fabric is best in your opinion for the outside cotton, flannel or fleece

Fleece won't wick moisture like the cotton will, but it will make a thicker diaper.

I'd go with cotton purely for the fact that it probably won't pill as much as either flannel or fleece would.
