Maybe I only just noticed my neighbors doing this now that I'm up all hours of the night, or maybe they only started doing it. But my neighbors have been leaving their dog outside chained to their natural gas tank. It's a gorgeous husky, and as far as I can see it doesn't have food and water nor a shelter. It's left out there half the day/night, and the entire time it's howling. I love dogs, so it breaks my heart to see it.
I don't understand why people get big dogs like that if they're not willing to love them like they should. This poor dog is dying for some attention and probably a good walk. What's worse is at night I have to play music for DS so the howling doesn't wake him up.
I'm tempted to call animal control on my neighbors. The howling is annoying with a new baby in the house, but moreso I worry about how long this dog is left on its own without food and water. It doesn't look like its starving, meaning the owners are feeding it when it's indoors. I'm also worried about it being outdoors with the nights being down in the 30s and 40s. I'm not sure what NCs laws are about leaving a dog tied up outside unattended.
What would you do?
