Neighbor Vent (NBR)

Maybe I only just noticed my neighbors doing this now that I'm up all hours of the night, or maybe they only started doing it.  But my neighbors have been leaving their dog outside chained to their natural gas tank.  It's a gorgeous husky, and as far as I can see it doesn't have food and water nor a shelter.  It's left out there half the day/night, and the entire time it's howling.  I love dogs, so it breaks my heart to see it.

I don't understand why people get big dogs like that if they're not willing to love them like they should.  This poor dog is dying for some attention and probably a good walk.  What's worse is at night I have to play music for DS so the howling doesn't wake him up.

I'm tempted to call animal control on my neighbors.  The howling is annoying with a new baby in the house, but moreso I worry about how long this dog is left on its own without food and water.  It doesn't look like its starving, meaning the owners are feeding it when it's indoors.  I'm also worried about it being outdoors with the nights being down in the 30s and 40s.  I'm not sure what NCs laws are about leaving a dog tied up outside unattended.

What would you do?

I wouldn't worry so much about the cold because its a husky, more so about the water. Dogs only need to be fed once a day to maintain a healthy weight, so they don't need food all the time. They do need water however. You can call your local police department to make a noise complaint. Usually they will give out warnings to pet owners. Maybe that will be enough for them to pay attention to their dog.

Typically the laws are that they need to have some type of shelter within the chains reach which makes it ok to be outside. Even though its a husky I would still be concerned about it being outside especially if it rains or snows. It wouldnt hurt to call animal control just so they can at least look into it. Your neighbors would probably get a warning if they are in the wrong which will hopefully get them to bring it inside. Plus if he is howling he is unhappy or something is bothering him such as seeing other animals ect- and I can understand how frusterating that must be. good luck!

I would knock on their door and just let them kow that the noise is becoming bothersome.  My parents recently had complaints about their dog barking and they wished that their neighbors had just knocked on their door instead of reporting them.  I think most people would be mortified and jump to action in correcting the problem.  If your neighbors are not like most nd don't do anything then you can call animal services or the police to file a noise complaint
