DD got a set for her 2nd birthday and that was the first time she really played with it. We have plenty of the store-bought stuff so I've never made our own.
We can't make playdough that smells good or Emily tries to eat it. She doesn't like the taste of plan old Play-D oh so we mostly play with that. I don't recall how many months though. We just sort of introduced it every couple of months until we got to a point where the first thing she didn't do was put it in her mouth.
I love to add smells, vanialla, almond and peppermint extract (each in a different color), cinnamon works too!
I think we started playdough around 18 months with Megan
I use this recipe ALL.THE.TIME. I use kool aid to add color and smell. I think my kids were around a year to a year and half. I don't feel bad if they eat it because I make it so I know what is going in their mouth.
I use that recipe too. I color it with food gel colors (from my cake decorating phase). It's easy to make and use. Ben liked to play with it more than the store bought kind.

H has played with it from about 18 months or so too. He loves to squish it.
I've yet to be brave enough to make my own yet. I keep meaning to though
