I read your post below about the dog. ?My neighbors do the same thing. ?It makes me so mad. ?Why would you have a "pet" if you just leave it outside all the time?? ?There is a website you can go to-?

?You can put in your neighbors information and they will send them a letter and explain why dogs shouldn't be chained up all the time. ?They would never know it was you that sent it. ?

?Warning- this website might make you cry. ?It is sad what people do to dogs. ??

    Oh thank you so much I will definitley do this for sure. 

    We thought about leaving him a note but I just figure if this type of person could leave a dog like that out I felt like he might do even more harm or something to the dog to 'show me'. 

    thanks again I will drive by tonight and get the exact address. 

    When I called SPCA they acted like they didn't even care and that I was bothering them by calling.
