Why is Poppy a nn for Penelope? Or Betsy for Elizabeth? Or Millie for Camille? Or Tessa for Theresa? Or Katie for Katherine? Or Bobby for Robert? Or Tony for Anthony?
Nicknames don't have to match perfectly.
Jocelyn may not have the JOE sound, but a slight change of the tongue can take something unappealing like JOSS-ee to JOE-see/JOE-zee.

my name is Jocelyn and I have never once been asked if Josie was my nn or ever been called Josie.... now my mom would call me Jossy when I was little.... but I mainly get Joss/Joce.
I think a nn can literally be anything you want.. and I think Josie is definitely close enough to Jocelyn to be one I don't like premeditated or "forced" nns I think they should come naturally and be more fitting of the personality than directly derived from the name.

I think what probably bothers you is that it is already used for Josephine and it makes sense for Josephine. If Poppy was used for Popperella and then for Peneloope too, it would be odd.
*Thankfully there's not a name like Popperella*-- and if so I really want to live in the dark on that one.
