I've seen a couple kids at work with red dye allergies. There are different numbered red dyes and some kids are sensitive to just one or some of the numbers but not all. So the red used in the cookies may not be the same numbered red dye as the m&m. Were the cookies store bought? If you could find out where they were purchased, maybe you could go take a look at the ingredients list.
