This is particular relevant if you are familiar with Green Mountain Diaper's Workhorse diaper. They are basically a fitted diaper made from prefold material like this:
You could just stitch elastic to outside of the diaper where it wouldn't touch the baby's skin. Tack down one end where you think the elastic starts, and then strecthing the elasic, stitch it down with a wide zigzag stitch until you get to the end of the old elastic, and tack it down again. It wouldn't be pretty but would be quick and functional.
I can't see your picture, but like PP said, youtube a video on replacing elastic. It's not that bad. You can either snip a whole at each end of the leg and thread a new piece of elastic up there, tack down at each end and case it in. Or you can get fold over elastic and do a wide 3 step zig zag stitch pulling really tightly to the leg openings. The latter is easier but not as pretty.

Thanks ladies! I googled a tutorial which basically agreed with everything you all said. Now to set aside the time to do it! But way better than getting rid of the dipes.
