I was searching around trying to find simple and fun Valentines I could make with my 2 1/2 year old DD. I found this site, and yesterday we made them. They turned out great (in my humble opinion).

I found all the supplies at Michael's. I cut out monster shapes myself while she was sleeping (they are very basic, but they work). DD used a glue stick to glue the monsters to the cards. She also put the eyes on the monsters. Instead of candy on the front, I got puffy, glittery hearts that she stuck on. I also get a package of regular heart stickers too and she randomly placed them on some of the cards. We only did 12 of them so the project was not too daunting.
Most of the other homemade Valentine's I found were too difficult for a 2-year old to do or required me to much more crafty than I am (I am not at all, but I want to learn!). Just thought I'd put that out there in case others were also looking for something easy and fun.
I have pictures on my camera at home, which I can share tonight if anyone wants to see our final product.
