another gardening question

3 of my pepper plants (and actually 1 of my okras) made it through all the cold we got this "winter".  Should I keep them or should I pull them out and get new ones?  I'm not sure how vegetable plants work...

Any enlightenment?  One of them has frozen tips, so I was thinking I could just cut maybe all of them down to near the ground or should I keep the green parts on all and just cut off the frozen part on the one?

They likely wouldn't flower, which would also mean no peppers or okras. I'd start with new this season.
