Stupid poll...what size dress

V is in a wedding at the end of June but they are ordering her dress now.  She currently measures 19.5 chest; 19.5 waist (rectangle!).  The dress measurements are:

Size 2: 22 chest, 21 waist

Size 4: 24 chest; 23 waist

Think a 2 will be okay? Or should I go with the 4?  (I realize this depends on how fast my child grows...but i really have no idea (especially in inches?  She sometimes sizes up a little early so far, because she's tall but she's generally pretty much standard.)

My mother is a seamstress and says go with the size two. She said if they have to they can let it out, but a 4 would be way too big.
