My vote is for Otis. I think it fits all your criteria. Nice, strong name.
Flint is not really my style. It doesn't really feel like a strong name to me. It actually feels kinda wimpy, but maybe that's just me. I think maybe it feels a little too redneck for me. Plus, it reminds me of Flint, MI. Not really a good association.

TBH, I really don't love either of them. Otis sounds like a dog's name, and Flint does not seem like a name to me. If I had to pick, I prefer Otis.I really like Charlie, but Otis and Flint don't seem to go with that at all.
If you are looking for something in a similar style, how about Henry with the nn Hank? I think Henry sounds much nicer with Charlie and Hank still has that "manly" feel.

Neither are my style at all. I prefer something like Owen or Finn better but yours are much less common choices. Of the two, if I had to pick... Otis.

Well if you are wanting redneck names you choose the right ones. I don't care for Otis, sounds like a dogs name to me, Flint is not my style either but it's better than Otis.
Otis = NMS mainly because of the redneckness you mentioned, tho it does make me think of Otis Redding

I don't mind Flint, but I tend to dislike names that end in the "t" sound. I don't think people pronounce them well... but I'm weird like that.

I really like Flint. It's cool and sort of rugged, and unique but still spell-able.

Otis = a dog. Specifically Milo and Otis. Can't get past it, but it is the better of the two choices.

I prefer Flint, it seems a bit more main stream (which I think Charlie definitely is), and imo it is kind of a hippie name, since it is a rock.
Otis on the other hand is way, way country.
